Editorial Board Charter of China Pharmacy

(Revised March 2025)

The Editorial Board serves as the academic guiding institution of China Pharmacy (hereinafter referred to as “the journal”). To further strengthen the function of the Editorial Board and fully leverage its role, this Charter is hereby formulated.

Chapter 1 Functions of the Editorial Board

Article 1 Implement the relevant guidelines and policies of the Party and the State, and comply with the relevant regulations of governing bodies; uphold the journal’s aims—“Building a Famous Brand in China's Journal Industry and Serving as a Guide for Medicine and Health”; guide and supervise the journal’s editing and publishing; and promote the high-quality development of the journal.

Article 2 Study the development directions of the disciplines related to the journal as well as the needs of its readers and authors, and guide the Editorial Office in formulating and updating manuscript acceptance and editing and proofreading requirements.

Article 3 Undertake the tasks of manuscript acquisition, submission invitation, manuscript review, and manuscript finalization, so as to ensure the academic quality of the journal.

Article 4 Foster the cultivation and expansion of the pool of peer reviewers and authors.

Article 5 Contribute to the construction and development of the Editorial Office.

Article 6 Strengthen exchanges and cooperation of the journal in China and globally, and expand its influence.

Chapter 2 Organizational Structure of the Editorial Board

Article 7 The Editorial Board is an organizational body composed of experts in disciplines related to the journal, responsible for ensuring the academic quality of the journal; the Executive Editorial Board serves as the authority body of the Editorial Board. The Editorial Office acts as the specific department responsible for implementation under the Editorial Board.

Article 8 The Editorial Board shall consist of:

  • 1 Chairman
  • 1 Executive Vice Chairman
  • 1 to 3 Vice Chairmen
  • 1 Editor-in-Chief
  • 1 to 2 Deputy Editors-in-Chief
  • 2 Chief Editors (each responsible for the first and second semi-monthly issues, respectively)
  • 16 to 24 Associate Editors (with an equal split between the two semi-monthly issues)
  • 40 to 50 Executive Editorial Board Members
  • 10 to 20 Senior Editorial Board Members

Article 9 The Executive Editorial Board is composed of the Chairman, the Executive Vice Chairmen, the Editor-in-Chief and Deputy Editors-in-Chief, the Chief Editors and Associate Editors, and the Executive Editorial Board Members.

Article 10 Qualifications for Editorial Board Members

  1. Academicians, professors, research fellows, senior engineers, professional personnel, and administrative personnel with influence in the medical and health sector.
  2. Familiarity with the field development trends and possession of deep expertise in their respective fields.
  3. Professional personnel shall hold a professional title of associate senior level or above, possess a bachelor’s degree or higher, and have strong academic influence in their field.
  4. A genuine concern for the development of the journal and active participation in its related activities.
  5. A willingness to undertake the obligations and responsibilities of an Editorial Board member.
  6. Adherence to principles, demonstration of integrity and proper conduct, conscientiousness, responsibility, and fairness coupled with incorruptibility.
  7. Generally be under the age of 60; for exceptionally outstanding individuals, the age limit may be appropriately lifted due to work needs.
  8. Cooperation in completing the appointment procedures for Editorial Board membership and submission of complete personal information to the journal.
  9. The selection of Editorial Board members shall primarily be based on recommendations from experts of relevant public institutions, supplemented by self-recommendations, with comprehensive selection methods employed.
  10. Young Editorial Board members or Editorial Board members for the journal’s online edition who perform outstandingly may be preferentially appointed as full Editorial Board members; those who perform exceptionally well may be progressively promoted to Executive Editorial Board members, Associate Editors, or Chief Editors.
  11. Editorial Board members who have served three or more terms may be selectively promoted to Senior Editorial Board members.

Article 11 The term of office for Editorial Board members is 4 years (the term for the 9th Editorial Board is from January 2024 to December 2027); upon expiration of the term, reappointment shall be determined based on performance.

Article 12 Editorial Board members are subject to performance assessments during the term, with dynamic adjustments; a small-scale adjustment shall be conducted once at the 2-year mark, and those who fail to meet the requirements will be dismissed in advance.

Article 13 Tasks of the Editorial Board Plenary Meeting

  1. The plenary meeting of the Editorial Board shall be held once annually in principle, usually in the fourth quarter.
  2. Listen to and review the annual work summary and the next year’s work plan during the term.
  3. Discuss and approve major matters regarding the journal.
  4. Approve, add, adjust, or dismiss members of the Editorial Board.
  5. Other matters.

Chapter 3 Rights, Obligations, and Responsibilities of Editorial Board Members

Article 14 Rights of Editorial Board Members

  1. The right to participate in various activities of the Editorial Board.
  2. The right to supervise, offer suggestions, and criticize the work of the Editorial Board.
  3. The right to participate in discussions and vote on major matters of the Editorial Board.
  4. The right to participate in academic activities such as manuscript reviewing and finalization meetings of the journal.
  5. The right to receive one copy of the journal regularly, as well as other relevant materials sent periodically.
  6. The right to participate in specialized meetings (or large-scale events) hosted by the journal.
  7. The right, based on contributions, to be considered for awards such as “Outstanding Editorial Board Member”, “Outstanding Reviewer”, and “Outstanding Author.”
  8. The right to receive a letter of appointment in the year of selection.
  9. The Editorial Board Members list will be published annually in the first issue of the journal, as well as on the official website and WeChat public account.

Article 15 Obligations and Responsibilities of Editorial Board Members

  1. Strictly implement the resolutions passed by the Editorial Board.
  2. Write and recommend high-quality papers produced under key funding projects at the provincial level or above (such as the National Natural Science Foundation of China or provincial natural science foundations) for submission to the journal.
  3. Actively fulfill the obligation of manuscript review by providing objective, fair, and detailed professional review opinions, and complete the review on time and with quality—without being hasty, backlogged, or delayed.
  4. Attend the annual plenary meeting of the Editorial Board and nationwide specialized academic seminars hosted by the journal.
  5. Actively participate in and support relevant academic activities of the journal.
  6. Proactively promote the journal among relevant academic organizations and practitioners.
  7. Periodically provide written or oral opinions and suggestions on the editing, publishing, and other matters of the journal.

Chapter 4 Performance Assessment of Editorial Board Members

Article 16 The Editorial Office shall conduct performance assessments of Editorial Board members once per year, focusing mainly on their performance during that year. The assessment results will serve as an important basis for Editorial Board appointments, evaluations for excellence, and re-selection procedures.

Article 17 Assessment Details

  1. Each Editorial Board member shall complete at least 2 of the following 3 basic items annually:
    • Basic Item 1: Participate in academic meetings and other activities organized by the journal—including but not limited to academic seminars, plenary meetings of the Editorial Board, and manuscript finalization meetings—at least once per year.
    • Basic Item 2: Submit at least one high-quality paper each year as the first or corresponding author that is produced under national or provincial-level funding projects.
    • Basic Item 3: Carefully review manuscripts for the journal and return the completed review to the Editorial Office on time, for no less than 6 manuscripts per year.
  2. In addition, each Editorial Board member may complete one or more of the following 3 bonus items annually:
    • Bonus Item 1: Commission or invite high-level experts (such as academicians, Changjiang Scholars, National Science Foundation for Distinguished Young Scholars) or internationally renowned experts to write manuscripts, or submit high-quality papers produced under key funding projects.
    • Bonus Item 2: Promote and publicize the journal during major academic or industry organization events.
    • Bonus Item 3: Engage in other activities that are conducive to the development of the journal.

Chapter 5 Supplementary Provisions

Article 18 This Charter was revised on March 25, 2025, and shall come into effect on April 1, 2025.
