OBJECTIVE： To provide reference for solving virtual high drug price， and exploring effective ways and measures for collusion governance. METHODS： Based on the game theory， interest relationships among stakeholders in drug bidding stage were analyzed， and static game model and dynamic evolutionary game model were established. RESULTS： The probability of collusion in the conspiracy was not related to its own reasonable income， but it was direct proportional to the benefits of collusion and the information sealing rate of the department， inverse proportional to the information sealing rate of the collusion， supervision by department and successful investigation rate. CONCLUSIONS： It is recommended that the department should strengthen supervision and establish a unified platform for the province to purchase drug and monitor drug purchase in real time， improve the supervision and moral quality of law enforcement officers， enhance laws and regulations； for medical institutions， it is recommended to carry out ideological education and punishment mechanism for medical personnel， implement online bargaining procurement based on the generic name of the drug so as to prevent those from conspiring with drug manufactures to create a virtual high drug price. The bidding unit shall establish a scientific and effective rule and regulation. It is recommended that an anonymous form shall be implemented to prevent collusion. At the same time， it is necessary to control the number of bidders in the appropriate competition to ensure market supply and improve the punishment mechamism to reduce collusion desire.
